immigration where to start...

Good evening,

A friend of mine who lives in Qatar with their family has a travel document and her husband has an Iraqi passport, their 6 month old baby has neither passport or travel document and for some compilation he is considered to be in Qatar on a vising visa.

Because of war in Iraq and in Palestine they can not go any where and their only choice is to immigrate to Canada.

But they are not sure where to start? under which form do they need to apply?
Express Entry? Work Visa?

They would all need to have passports to do anything concerned with immigration. You say their only choice in Canada? Why?
