Can a Quebec Applicant do a landing in Quebec then leaves Quebec for another province without any problems concerning his/her immigration Status, health insurance, citizenship etc... ?
It is already know that a PR can live anywhere in Canada, but what about his contract with Quebec, is he/she supposed to honor it ? Are there any consequences of this action ?

Ethically yes, legally No. Once you are a PR, you can freely move and work anywhere in Canada. though the mobility rights are subject to certain conditions as
" (3) The rights specified in subsection (2) are subject to " , I do not think immigration is subject to that.
