Hello everyone,

My sister who is single and 33 years old lives in Delhi, India with my retired father. I and my brother are both PRs here in Canada for 2 and 1 year respectively, both single. We are looking for options for my sister so that she can first visit us here in Vancouver, Canada, and then move here with us or permanently move here with us. My sister has an MBA degree which she completed from an affiliated university back in 2015. Since then, she only has 1 year of work experience from 2018 to 2019 in the last 10 years working as an admin assistant in an educational institute. She has been through a lot in the last 7-8 years and is recovering from a state of schizophrenia (mental depression). I applied for her visitor visa with all the required documents like a sponsorship letter from my uncle back in February 2020 for the purpose of attending my graduation ceremony. We received a rejection within 1 week with generic reasons like she does not have enough ties with her home country, will not return to India, and financial support. She has been unemployed since 2019 but we have recently engaged her in preparing for her IELTS exam where she recently received a band of 5.5. She will retake the exam and we are hoping for a band of 6.5 or 7 overall in the future.

According to you all, what are our options given the circumstances above? We plan to live in Canada and want our sister and father to be here with us so that we can take care of them.

Your sister needs to immigrate through Express Entry or PNPs based on her age, experience, language, education and funds. Or consider a study permit expanding on her MBA but that doesn’t guarantee PR. Your father can visit but cannot live in Canada. He would need to be selected via lottery based one of his sons meeting LICO for at least 3 years and then being selected in the lottery. It is oversubscribed and some people are never selected.
 
Thank you for your response. We thought getting a study permit would be hard, given the gap between her last degree and now and also that she has been unemployed for a long time now. For PNP and express entry, don’t you think IELTS score is a huge barrier as we think it will take a lot of time and effort to get the prefect band of 8777 in all 4 sections?

Well she needs CLB 7 in all areas. She needs to a high CRS score. Is she even eligible for EE? She can research PNP programs based on her NOC. Study permit is a challenge because she has a MBA so she needs to show career progression (higher pay with taking the program to justify costs) and education progression (a program that builds on MBA).
 
Yes, I have checked and she is eligible as her job falls under NOC B. CRS cut off at the moment is around 480 so I think it will be hard for her to score these many points given her experience and IELTS score.

PNPs are based on her 5 digit NOC, not TEER level.
