Immigration options for a Dentist from India

My brother is a dentist from India with 2 years of self employed experience.

What are the options for him to apply to immigrate here?

My questions are as follows:

1. Is Self Employment considered as part of eligibility criteria?

2. Does "Federal Skilled Worker" requires work experience in Canada? Is my brother eligible for this program?

3. I think "Canadian Experience Class" requires work Experience in Canada. Is that correct?

2. No it doesn't, yes he is. But when he completes 3 years he'll have more points and a better chance

And let me add, if he completes 3 years of experience before the age of 30, and max his ielts he'll have a very good chance of receving an ITA
