I applied for canada 2010 but at the end my application was refused because my daughter was ds(down syndrom).now I came to know that policy has some relaxation now.can I apply again for immigration. ?I m assistant professor in govt clg now.what is points calculator now.how can I calculate this.?plz guide me in detail.thanks

Yes - you can try applying again. You need to have approximately 470 points to have a chance of being selected. Calculate your points here;
