In Canada...

I am going to the police to get my fingerprints done by them... do I need to pay for any traffic tickets I received before that. My boyfriend was driving my car and got a speeding ticket at the light (he was not stopped by police) so should he pay this ticket before I go to get my prints done... I don't want it to show up as a charge...
 
I beleive YES you will have to clear all your outstanding fines to give a good impression to the immi, and if it was your boyfriend fault he can transfer that ticket on his name by giving in writing that he is liable for that ticket. And once that is off your traffic history you can then get the traffic record and provide it to the immi.

but my car insurance is on my name only... would transferring the ticket be a problem because he is not under my insurance???
 
No it should not be a problem as you are not claiming anything from insurance its all about transport office as they have issued you a ticket and they can change it without notifying the insurance company.
