Immigrating as social worker

am trying to migrate under express entry as a skilled social worker. I completed provincial nomination ITA for saskatchewan . However they are asking me to produce license to practice as social worker. I submitted my assessments done by WES and Canadian association of social workers as requested on their requirements but they insist on license to practice. In order to get license I need a job offer or a work permit. How do I get past this hurdle
