and i got 424 CRS score and received the ITA on 12th April (but i took 2 other celpip before getting the ITA in hopes of improving my score, but unfortunately scored lower)
so can I use the highest CELPIP score or do I need to use the latest one (which will bring my points lower

Some examples of changes which could result in a lower points score include:
• You no longer have a valid job offer
• You no longer have a provincial nomination
• Your language test scores have expired or upon re-taking them, the scores are lower.

You can use whichever CELPIP result u want as long as it is not expired. If your CELPIP expires and you retake then u have to use the latest unexpired one with lower marks.

That refers to when an applicant retakes the test after receiving an ITA (due to not being able to submit the eAPR before the test expires) and the new test results end up being lower - thus, the applicant would have a lower CRS.
