From what I read all members of the sponsored person's family (including the person who's sponsoring?) have to fill the form <b> indivisually </b> . Even though they are not a part of the application.
It will be filled out by person you are sponsoring (Applicant) not individually by family members. Be careful when your principal applicant is signing off on Section A, B & C..

So, if there only one applicant, only one copy of the form had to be filled out right?
Also, I see you filed your sponsorship in New Delhi. Does Chandigarh also serve as a application centre? Or does the file straight go to Delhi? We are debating to file either at Buffalo or Delhi, both of us are in Canada. For personal reasons the file should absolutly not go to Chandigarh. Her previous residence was Chandigarh. Would love some insight on that!
Please take a look of the link below, it looks like ND process application faster than Buffalo and I don't think there is option available for Chandigarh.
But if you choose to go ND route than parent applicant has to be in India to send passport to ND office as you can not mail passport from Canada to India.
Also try to speak to agent from CIC call center...
