2. c) Have you previously applied to enter or remain in Canada?

I sponsored my brother under Provincial Nomination Program and the application got approved in 2012. However, we gave up the chance and did not go further by not submitting application to CIC.
Now, my brother wants to apply for Canada visitor visa. For the question above on IMM5257E, should we put the answer as Yes or No?

Your help would be greatly appreciated.

If your brother got UCI at that time, then your answer must be YES else it is NO.

Thanks for the comment. I assume UIC means unique client identifier.
I don't recall we got it. Is it from CIC? We did not even submit the application to CIC. All we got is a Nomination Number from the provincial government.

Just called CIC and CIC said the answer should be No.
