On this form, there is a specific question (#9) that asks to describe the development of the relationship after 1st contact but then at the end of the form it says to include a separate sheet to prove the relationship is genuine & continuing. Aren't these kinda the same thing???

Essentially, yes. We kind of took it a different way. Question #9 we made it more a factual answer. What have we done. Where have we been, etc... The extra sheet of paper to prove relationship is genuine and continuing we made it more about our feelings for each other. Some people, for the final part to prove the relationship make a relationship timeline with the basics laid out in a timeline format.
From memory, I used question 9 to describe how we went from being introduced by a mutual friend to actually dating, and then referred to the separate sheet in which I had a 2-3 page essay describing the actual relationship development. It will depend on how you met and the circumstances but for me question 9 went something like this:
9. I first met J when he helped his friend B, my new room-mate, shift his belongings into our apartment. J stayed that evening for a drink where we chatted and both experienced an instant attraction. J regularly visited the apartment to spend time with B and during one of these early visits we exchanged cell phone numbers. We had sent a few messages to each other and on xx date, one month after first meeting, we revealed our feelings for one another and we consider this date to be the beginning of our relationship. After this point we spent a lot of time together and J took me to xx places on these early dates. Please see attachment #1 for full details of the development of our relationship.
In the attachment I described the dates, activities we do together, financial and emotional support, meeting each others families, trips we took together, moving in together, buying furniture, vehicles we bought together and how we split payments, who cooks the meals, and basically everything we could think of that helps prove we are in a genuine and continuing relationship including our future plans for marriage and kids.
i find it quite confusing and tricky as we dont know what the immigration officer is looking for.I kinda wrote about about my feelings cause I see it just repetition of what I said.

What i did is, I didn't answer the question # 9 but I attached a narrative letter of how our relationship started... and how things went on as time passes by with dates and location and people included.
