IMM 5481 Sponsorhip Evaluation question #5

I have a question about the last part of the Sponsorship Evaluation "number of family members and persons included in undertakings in effect and not yet in effect".

#4 Yourself - put 1 because the sponsor is included by default. no problem here.
#5A Current undertakings - it asks for the "number of persons included in box #3 of the Generic Application Form for Canada (IMM0008), under section Application Details".

In my case, I am going to be sponsored by my partner who is a Canadian. No children or any other dependants.

The #3 of the IMM0008 actually asks you to include "yourself and any family members, regardless of whether they intend to accompany you to Canada or not." So technically I have to put 2 there.
But if I also put 2 for #5A of the Sponsorship Evaluation, the total number of persons would add up to be 3 (while we only have 2 members in our family )

If anyone understands what i am talking about and knows what to do please advise.

I think the question #3 in IMM0008 is asking how many people are applying for permanent residency in Canada, so it should be 1. Then #5A is also 1, and total will add up to 2.

That's what I thought too.
Putting 1 for #3 in IMM0008 makes much more sense.

But I called the CIC regarding the #3 in IMM0008 (yesterday), and the representative asked me to put 2!!
The question I asked was not exactly the same as what I asked here though.
I called them because after I put 2 for that question, the form requires me to "add dependant information" and putting my sponsor's name in the dependent section makes absolutely no sense to me.
The representative said put 2 for #3 and Not Applicable for that section...... ???

I am so frustrated from trying to get things done correctly.... :'(

Ignore the idiot at CIC. When CIC refers to "family members" in the application, they are referring to those who are also being sponsored with the principal applicant.
