My husband was in India for two years. Now he is returning to Canada as he got a job offer. He might have only completed a month in his new job while he submits this sponsorship form for me. What should be the answer to the following questions:
a) will he state he is unemployed or employed?
b) if employed, how will he state his 12 months net personal income.

While in India he was living off his savings and support from family.

On these applications you have to tell the truth. If he is going to be employed when he mails the application, then he should say employed. He will need to get a letter of employment from his employer. If he has had no income for the past 12 months he needs to write zero in that box. He can then write a note/short letter explaining why his income is zero. I was living with my husband over seas and when I made the application I had a low income for the last 12 months as well, but they can read in many places on the application that I was in costa rica living off of savings and working for very low wages. There is no minimum income requirements to sponsor a spouse and so this shouldn't affect your application.
