Per the latest release by Canadian Immigration, Citizens or PR's are able to use IIM 0006 for submitting the declaration for immediate family members so that the family members can travel to Canada without a visa.

This is applicable for couples who are in relationship, dependent child, parent etc.
WHY IS THERE NO SUCH ARRANGEMENT for a
legally married spouse ?
I am a canadian PR and my wife is in India. She doesnt have any VISA. I dont want to apply Outland as it can take years.
What are the options I have during these Covid times ?

Where in that link does it say a visa or ETA is not required ?
From within that link states a valid travel document is required, IM0006 is as I read it just a confirmation of relationship for extended family members and exemption from travel restrictions unless I missed something else.
IM0006 is not as I read it for a spouse to travel

The above link is in 2 parts , one is for immediate family such as spouse and second part is for extended family where IM0006 is applicable
Maybe I have misread it and can be corrected but above is my understanding
