ETA - depend on nationality, if on the visa waiver/exempt list, sure, you can do that.

Visa (if not exempt) - sure you can apply and see. Neither of these will interfere with your PR application. May or may not be approved. I don't think will make much difference if you ask for one day or 23 (for example) - usually they're issued for a year or more anyway.
Either way, when you arrive in Canada, you may get asked about your app - just tell the truth, you're coming with your husband.

Before you can even board the plane, the airlines would refuse you to check-in the flight since you don't have to a TRV.
Can I apply for a TVR (visitor visa) while my marriage-based residency application is being processed? I submitted my application paperwork for a spousal residency application in November. This may take 1 to 3 years. In the meantime, can I apply for a TVR to visit my husband and return to my country in 6 months? Won't it interfere with the evaluation process for my residency application?
