Im a student - husband OWP, can he apply for EE - with LMIA/PNP after 1 year?

Hi,

I am a new student here in BC, Vancouver and my husband will be arriving under open work permit.
My question is, if he find a good and permanent job can he apply EE (PNP) after one year even if i'm still studying? (full-time 1 year job)
His experience is NOC 0 for more than 3 years but not in Canada thats why our points in EE never make it.
Maybe his points will increase if he will apply for a PNP or look for an LMIA while under OWP.

I also wanted to change the degree I am currently taking from Management to Nursing.
Will it affect the application for EE if my husband will be the main applicant?
