Can someone who has been arrested and spent time in jail apply for a student visa? The crime is human trafficking.

The guide simply states this with no further explanation...
Who Can Apply:
be law abiding and have no record of criminal activity (you may be asked to provide a Police Clearance Certificate);
 
HUman trafficking is a criminal offence in Canada, and therefore you are not admissible to Canada.
To be able to come to Canada you need to apply for rehabilitation first. See: http://www.cic.gc.ca/english/visit/conviction.asp
