So i applied for a regular travel visa and got approved. I am currently in the process of applying for a study permit and was wondering if you can still get turn down for the permit even if your travel visa has been approve.

Why would you think of that possibility? Subsequent Study permit will be processed separately based on your submission.

Because ive applied for a study permit before with the same information and got turn down. With the Canadian embassy you can never tell, its bad enough that they still have a huge backlog with ppl waiting for more than 9 months and still haven't heard anything.

both are independent and different visa categories
So getting one does not guarantee the other or reduce your chances
So long as you have LOA , show funds, justify purpose of visit, it is worth applying and outcomes are not known until a decision is made
Good Luck

Are you applying for the same courses as the first time? If so, why was it refused and what have you done to address the reasons it was refused. As mentioned having a tourist visa will have no effect on the outcome of a study permit application.
