If study permit has been rejected. Can I get a Tourist visa right away? Since all of my family has a PR status.

Hi,

If you have PR status, then you DO NOT need a study permit. You can go directly and start studying/working anywhere in Canada, and not only pay much lower domestic student tuition fees but also be eligible for host of other benefits from the Canadian govt.
Study permit and TRV(for citizen of many countries) is required for international students, who do not have a valid PR status in Canada.

Yes, as long as you can provide support/proofs that you will be coming back after 6 months or after the visit visa expires. However, they might consider that your application has been rejected and that you might stay. It's going be to difficult to prove that you will be back because of your ties in Canada. My brother in law applied for tourist visa and was rejected because his family members are all here.
