Normally, you don't restore as a "worker". You need to apply for a new work permit, according to the requirements at the time of application. That will convert you from a "visitor" to a "temporary foreign worker".
Post graduate work permit i mean. i apply for the extension before it expired while waiting for my permanent residence invitation but got refused and now need to restore the status.
i guess the first thing is apply as visitor unless i have an approved LMIA and a job offer.

Yes - your only option at this time is to restore to visitor - of course this means you still won't be able to work. You need a job offer and approved LMIA to get a new work permit.
Note that you cannot apply for PR while out of status for most immigration programs. So you will want to submit the restoration application as soon as you can.

Why did you attempt to get an extension for a Post Graduate Work Permit, when you know very well that it's non-extendable?
Were you one of those trying to "game the system" to try and work extra time on implied status, to which you knew that you were not eligible?

I was holder of post graduate work permit and I lost my status as worker in April 2020, then in Mai 2020 I was holder of status as visitor and I alost it in June 2020.
