If I get ITA can I apply from outside of Canada?

I was planning to travel outside of Canada for about 2 months, I applied for EE - CEC, waiting for the July draw. If I was fortunate to be picked in the draw, will it be possible to complete my application and submit it online from any country outside of Canada?
