If the sponsor has filled to adopt a child to service canada, can he/she be eligible to file sponsor sponsorship as well?

generally, the only reasons sponsors are found ineligible are:

criminal offenses specific to domestic/family abuse
bankruptcy
welfare

there is a sponsorship evaluation form on the website - i would suggest going there to read the qualification list. no where does it state a person can't be going through an adoption process while sponsoring their foreign spouse for PR. one thing has nothing to do with the other.
