To meet the criteria for Canadian PR, what score one needs to obtain across Reading, Listening, Speaking, Writing sections or is it consolidated band score that's considered.

There is not target to get Band as per CIC. Only the most important is how you get 67 points to eligible to file PR. Points count on each section Band. Its good to have 6-6.5 band in each.

its depend on how many points do you need in language section, but you should score at least 6 band overall.
 
Please check the CIC guide which will have a Table for awarding points for each of the 4 skills (Listening, Reading, Writing, Speaking). Link here:

Example, to get maximum 4 points for each skill, under FSW, you need the following score:

Listening: 7.5
Reading: 6.5
Writing: 6.5
Speaking: 6.5

I have been told by my attorney that since i can get 82 points for Canadian PR, scoring moderate band in IETLS would suffice.

Can anyone please confirm.

I know someone who scored 14 out of 16 points for Language, with TOTAL points of 67 for all factors, and is now going for medical! [no, this person is not in forum]

So the basic understanding is that you MUST hit 67 points, or higher, after adding up the 6 evaluation factors.

CIC will award you the appropriate points as outlined in their Guide:

PS. Even though your expected total points is "82", it is worth every ounce of effort to be fully & properly prepared for the IELTS. Please invest time & effort. And a good IELTS score may come in handy when you move over to Canada. I scored average 8 and sure will bring my copy with me over to Canada .... just in case.

My first language in not English and as per http://www.cic.gc.ca/english/information/applications/guides/EG72.asp IELTS scoring pattern, even if one receives Moderate or High level, he is eligible for only 2 points for (R, W, S, L) ...so maximum 8 points only

So does it makes any difference for FSW PR application status, if one scores in Moderate or High level and how one can score 4 points across for each skill, with English being second language

Please read the section "Official Language Testing" fully and properly, in the Guide 7000.

IELTS will test YOUR proficiency in the 2 official Canadian languages, ie English and/or French.

So if you submit only IELTS scores, you will be given points for English as the "first official language".

If you happen to also be proficient in French and can submit TEF scores then you will earn points here as "second official language".

i got overall 5 band L-5.5,w4.5,r-5,s-5.5. and i wan to go in sep, intake but i don't have time to attempt exam again. so i am eligible for visa?
 
Need to send Only one copy. No need to panic on checklist. But you have to mark on second one also.

YES, make sure you mark on second checklist and refer/mention given in first checklist. You want BOTH checklist to have all ticks & complete, and also to remind whoever is going through your documents that you are thorough and complete. Make is real easy for the CIC officer to conclude your documents are complete, otherwise it might get returned.
