It depends how much points needed to score overall 67 atleast. For saver side, IELTS band between 6.5-7.0 will be fine, as now a days, VOs are getting more & more strict over applicant's language proficiency.

But IELTS is compulsory for everyone whose native language isn't English.

specifically for NOC 4131 [teaching profession] you have to get 6.5 in each band and above.

Is there any such special requirements for health care professional like Doctors,Dentists, nurses?

You need atlest 67 points overall so it depends.
