Actually - your IELTS doesn't affect your chances of a study visa. Many people has gotten accepted by universities but were still refused a study permit.
Your chances of getting a study permit depends on your travel history, your intend of leaving, how much money you have...etc etc - you can find more details in cic's official website. good luck!
