IELTS score and Reference letter

Hi,

I got following score in IELTS: please let me know if i am eligible for applying PR in CEC class

Listening - 6.0
Reading - 5.5
Writing -6.5
Speaking -7.5
Overall - 6.5


I worked in Canada for 15 months. I got "Reference Letter" from my company during July 2013 (after one year completion of my stay in Canada) and I moved out of Canada during September 2013 month. Is that reference letter enough now.

Please advise.

IELTS has two options for the reading and writing tests: “General Training” and “Academic.” You must take the “General Training” option.

If you gained your skilled work experience in Canada in a NOC 0 or A job, you must meet the minimum level of CLB 7 in either English or French for all four language abilities.

If you gained your skilled work experience in Canada in a NOC B job, you must meet the minimum level of CLB 5 in either English or French for all four language abilities.

If you're NOC is B, it's ok, if you're NOC is 0 or A, you need to retake it.
