there are 2 versions of op25.

1. http://www.cic.gc.ca/english/resources/manuals/op/op25-eng.pdf
For applications for permanent residence submitted by applicants in the Canadian Experience Class (CEC) received before January 2, 2013.

Yes u are right

by applicants in the Canadian Experience Class (CEC) and received by the Centralized Intake Office (CIO) on or after January 2, 2013.

In second one we can clearly see changes in language requirement.

Also you can directly check in CIC website instead of going to the PDF manual.
