Where did you read this? please show your sources.

Because as I already mentioned in your other post - your application package will be refused or returned to you if you don't include your IELTS results with your package.
 
Mr. Kumar,

The post is old and specific regarding Quebec. Do not believe on such information just follow what cic says. If no language proof, no acceptance.
