IELTS requirement for Skilled workers NOC A (111)

Hello,

I need a clarification whether i need to include my ielts test result for PR under Skill A Category.

I got an overall score of 6.5 as below.

Listening : 5.5
Reading : 6
Speaking : 7.5
Writing : 7

Can some one please let me know whether IELTS is necessary for Skilled A category. i need to be sure before i send the result to CIC before the end of the week.

Secondly, please can someone help me with a direct telephone number to contact CIC Canada ,am residence outside Canada.
