Same as any other province. Only in Quebec you need a CSQ. IELTS score for admission depends on the program, you can google your program and find out more information. For Visa it all depends, if you academics and course relevancy are good then having low IELTS score shouldn't be a problem but if you can do write IELTS again and improve your score as it improves your chances of visa.

Yes there is good chance in quebec province as your overall band score is good.. CNC college is also good and accept 5 5 in writing
