IELTS Overall 6

Hi experts,

I have got an overall 6 band in my IELTS ( writing 6, reading 6, listening 6.5 and speaking 6).
Am I eligible to apply for Canada visa for a study permit?

I am currently applying for BBA program and I got acceptance from my university without need of IELTS as university waives English proficiency requirement if you studied in English medium school. Now I have to show IELTS for my Non SDS visa. Is it possible to apply with overall 6 in ielts?
