IELTS is requested by CIO, Sydney or CHC, New Delhi?

I want to know that. As many on trackitt.com has posted the date of IELTS requested before AOR from CIO. So I want to know actually who demands?

u need to prove ur proficiency in english when u r sending ur full documents to ur local canadian immi visa office. when u send ur initial application to sydney for approval u can jus write that u have good proficiency or whatever. but u need to prove that in ur application later by giving ur IELTS result card cos u have calculated ur marks according to ur proficiency in eng.
