IELTS is mainly requirement of College/University OR CHC ?

Could anyone have Canada student visa without IELTS even he/she have an admission in a Valid College/University? ???

Yes very much possible.IELTS is about language proficiency(read,speak and write well) in Eng.

Yes -on condition that you enrol for EAP(english for academic purposes) in the college as you take your studies.

However there are certain levels where they assume that you can communicate well e.g PHD,Masters etc.

Also if you are from english speaking country.

On the admission letter,they will indicate the conditions attached to the letter.

thx a lot.... i have called my representative yesterday he said that he applied my case on second week of this month....
i can understand, speak, and write English well....
