definitely not, the IELTS scores are valid only for 2 years.

I'm pretty sure you can use an expired IELTS for citizenship language requirement. What I'm not sure is how old it can be... 10 years? 20 years?
Yes - it's still valid for citizenship. There is no expiry on IELTS test for citizenship. Different rules than immigration. Go ahead and use the test results you already have. See:
