IELTS for the citizenship

Hi everybody
I see only 2 requirement tests of IELTS on the government website (Listening and Speaking):

What should I do on exam with other two tests (Writing Reading). Ignore them?

No. I think what the flow chart is telling you is that you will need to score at least CLB 4 in speaking and listening to qualify. There doesn't seem to be a minimum requirement for the other two sections, which means you will still need to take them but even if your scores are poor in these sections, you won't be disqualified.
