Hi, I am currently in India and plan to give IELTS next month. I want to know is it a requirement for CEC to give IELTS in Canada itself or can I give my IELTS in India as well? I just heard that if I apply under CEC, I need to give IELTS in Canada. Hope that's not true.

No, that's not true. You can take the exam anywhere.
