I cannot say whether you will be invited before July because no body is aware of the CIC pattern.
But, in case you are invited, you should be able to submit the PR application before the expiry if IELTS i.e., July (what ever date it is).
One thing to consider, and I don't know if anyone would have an answer to that, is:
Since the initial requirement to create an EE profile is to have a valid IELTS/CELPIP, I wonder if the EE profile would get cancelled/ineligible automatically at the IELTS expire date.

I don't think so, though I can't say for sure. My IELTS expired on April 6 of this year. I got an ITA on March 27, took the IELTS again on April 18, uploaded the new results on April 29, and uploaded my PR application on May 7 after my medical exam. My ITA was certainly not withdrawn during the time I had no valid IELTS, I can say that for sure.
