I have created a new profile in Feb after 1st profile got expired. Simultaneously, I have also applied under SINP and I have been asked to submit my documents within 45 days on 9th May 2016. I was ready to submit all my latest documents on 29th May 2016 and I received a new email saying that my profile for Canada is "Ineligible" as my IELTS score has expired. I assumed that once file is put up we dont have to give IELTS again.
1) Will I have to give IELTS again ?
2) Should I proceed and give my documents as asked by office or will have to wait till I give IELTS and receive the score ?
1. The IELTS date is only locked in upon submission of a PR application, but not while you're waiting in the Express Entry pool, so yes, you have to take the IELTS again and get a new result.
2. In case SINP has not yet started processing your file, send them the new IELTS result ASAP as well as your new Express Entry profile and job bank validation code.
That's really unfortunate to hear that. I guess that was not the case initially when files where submitted manually. The next date available is after 1 month and result after 15 days....
It means my processing will get delayed with overheads of creating new profile and repeating the process again
Acc to me.. your profile wont be get in eligible as you got your nomination. So if you got your nomination then profile cant be ineligible but if its was expired before then you have to give again.
Pls tell your IELTS date expiry and the date on which you got SINP Nomination

if you are in Canada you can appear for CELPIP - dates are easily available and test results in 8-10 business days. you can also pay some extra bucks and request for expedite results.

As Andre mentioned above, they must also be valid when you submit your application, so the test results are not frozen after ITA, only after AOR.
Of course, if you don't have valid language test results, you wouldn't even get an ITA in the first place (unless you lie in the form), but what can definitely happen is that your results expire between ITA and AOR, and in that case the application would be rejected.
My IELTS will be 2 years old on Dec 6 2016 - this is for my Express entry application.
I am planning to write the test again on Dec 2 2016. IELTS results take about 2 weeks to be generated so it'll take past Dec 6 for me to make changes to my profile.
With this, will I have to start the whole process of applying for an Express entry profile again?

there would be one way how to save you ee account. But that is only possible for bilinguals that have also french cbl 7. That would mean reversing french as 1st language until you get new ielts. That is of coure if that test will not expire for you as well.
