I got my ITA on September 2nd and had 90 days to submit all the documents. My IELTS results expired on the 13th November and i still choose to submit my application on the 18th Nov. I did check to determine if I can retake the exam to have updated results, however during the pandemic all tests were cancelled. would my application still be rejected with the expired results ?

Your IELTS results must be valid at the time you submit your application. So yes, you should expect this is going to be a problem that will result in refusal. Yous should try to take IELTS as soon as you possibly can and submit your new results. I don't know if IRCC will consider them but it's worth a try.
