IELTS band, score and point

Since there are a lot of question regarding IELTS band, score and point

like how many points do I get from my IELTS score ....... ?
I need to get 13 points from my language section, what score should I get from IELTS ?

on page 8 it's written :

first language :

speaking listening reading writing
high 6.5-9.0 7.5-9.0 6.5-9.0 6.5-9.0
mod 5.5-6.0 5.5-7.0 5.5-6.0 5.5-6.0
basic 4.5-5.0 4.5-5.0 3.5-4.5 4.0-5.0

points :
speaking listening reading writing
high 4 4 4 4
mod 2 2 2 2
basic 1 1 1 1

second language points :
speaking listening reading writing

basic 1 1 1 1
