I wasn't sure about the electricity vs coal part. I wrote coal because I didn't hear electricity (must have missed) and I was hesitant as it somehow didn't make sense to see 'coal' as innovation. In hindsight, I am more inclined with electricity despite writing coal as the answer
I thought about putting hygiene but it didn't make sense in terms of the sentence. Just like you said you can't deliver hygiene, I went with water.

The subject of that sentence was government and also if you check on the internet,you would see that bouth delivering water and delivering hygien is correct! The answer is based on the speaker talks. No matter the correct answer is, i wrote hygiene in wrong spell but im quite sure that she said hygiene

The debate isn't whether she said or not. She did say it and in fact she said it first then water. It is what makes sense in the conversation. She did say a lot of words that doesn't mean you pick and choose.

I think "water" makes more sense in that sentence rather than "hygiene" regardless of which word was said first. Similarly, "electricity" made more sense than "coal" even though coal was said first in audio.

I wrote in NGR as well, I agree with electricity, but how do you supply hygiene? the reader clearly stated water supply. Hygiene is not a commodity, it is a condition, which can be improved, not supplied.
