Hi there, my question is as the thread says - do you have to reside in your country of citizenship at the time of applying for IEC for Canada (Working Holiday category). I've seen some conflicting info on this. I am originally from Latvia, but haven't lived there fr over 10 years now (moving between the UK and Spain), soooo I'm confused. Can I apply for this visa while I am living outside of Latvia, or do I specifically need to move back to Latvia to apply for this visa (seems a bit ridiculous)?
Anyone has any experience regarding this?
P.S. I've applied for the visa for this year, but highly unlikely to get it as it seems the visa quote for Latvians is nearly full, however I'd like to prep for next years application, and if need be consider moving back to Latvia for this (which I really hope I won't have to do, as the UK is my phone now).

Right, well, I can provide a permanent address in Latvia, as I would consider that to be my parents address. My question is do I have to physically apply for the visa from Latvia (e.g. do I have to live there at the time of my application?) Thanks!

We have seen applications refused in cases such as yours where the applicant does not reside in their country of citizenship. I think you are certainly at risk of this given you haven't lived there for 10 years.
Alright, thanks for the info. Can anyone please send me a link as to where I can see this information regarding the residency requirements for Latvians, as I personally couldn't find any links at all that would outline any residency requirements for specific countries? I have participated in Working Holiday programme in NZ last year & have held a skilled migrant visa for Australia prior to that and had no problem at all with this before. I guess each country sets its own rules, but just dissapointing to see that a mobility programme could be so inflexible.
