I want to get a new work permit with the port of entry letter I got for the second work permit under IEC.
What options do I have to do so? Is there any alternative to 'Flagpoling'?

You can either flagpole by driving down to a US/Canada land border, exiting Canada and then re-entering.
Or you can leave Canada by plane (to an international destination) and then return.

No - not possible. There's technically no inland version of an IEC. They are all regarded as outland. So you have to get yourself to a border checkpoint somehow (either by traveling to the US or flying out and back in).
