Hello,
My spouse scanned her identity picture taken by a photographer in the pdf format but it appears as a little image on a full page. Please how did your partner scan his/her photo? Thanks.
 
The only thing I can think of is opening the PDF file, zoom in the picture so it covers most of the screen, take a screenshot and crop just the photo, and save that as a file to upload.

Just watch out for the quality/resolution of the screenshot.
