I need your guidance regarding the ICAS report.

I received my assessment report. One of my diplomas has been assessed as "Study Toward a Master's Degree" which obviously won't provide any benefits for me. It is a fully completed part-time program with a length of 13 months ("Specialist Diploma").

On my request, ICAS commented: "Based on our review, we are able to confirm that the assessment you received is consistent with current ICAS policies and practices, with assessments provided to others with similar qualifications, and with assessments provided by other Canadian organizations."

Do someone has experience of reassessment with ICAS?
Is it possible to get a positive outcome from re-evaluation by an independent expert?

An evaluation by an independent expert won't be of any help. You have to convince ICAS to change their assessment.
 
I already got previously mentioned comment from ICAS. All I can do now is apply for reassessment - they say it'll be done by an independent expert, and, in case if it's successful, they will return money for this application. My question is whether it is worth to spend more money on this procedure? What are the chances that this will be successful?
