I don't know what you mean by "contact Canada directly". Once you are married, you will sponsor him using the same process you used to sponsor your first spouse.
If you are asking about apply for a TRV (tourist visa), the chances are high the TRV will be refused since IRCC will know he has plans to remain in Canada long term. However you can certainly try to apply.

Expect quite a lot of scrutiny given it is your second spouse sponsorship. In order to sponsor your husband you will have to prove that you intend to move back to Canada.
