Hello, I am applying PR through CEC,
for the proof of employment, I only included:
- a detailed employment letter
- two most recent pay stubs
will that be an issue? because I think it didn't mention that t4 is mandatory.
Shouldn't be a problem The work experience letter is the standard documentation.

They cannot by law make it mandatory to give the T4, but if you want to make it easy for the VO to say yes, you should include it. I am not sure if 2 paystubs is sufficient supporting evidence. You can wait and see if they request more info, or you can use the webform to add the T4(s) to your application.

did you submit the employment proof without t4 and get approved ?

I am hesitating. Cuz if submitting additional documents ,it might delay the processing time, wouldn't it ?
