Hello,

I am an Indian student, who recently applied for a Study permit from VFS Delhi (offline) on the 13th of July 2018 and my application was forwarded to the consulate on the 16th of July 2018. It has been 25 days since I applied and my session starts on the 27th of August 2018. I haven't received any news from the consulate regarding my Visa. Therefore, I am wondering if my Study Permit application will be accepted or refused.
Can anyone with some experience share their opinion regarding this.

You may have to defer your starting date to the next semester. Have IRCC sent you a medical exam request?
 
I submitted my application after completing my medical exam.

With only 2 weeks away, you can assume you won't be get your visa before the fall semester start. You can wait one more week to see if your application is approved or not but again you should think about deferring your start date.
