Hello,
I received my visa to immigrate to Canada as a permanent resident. Currently, I live in Korea and I'm planning to go to Canada in September because my visa expires in November. However, I would like to immigrate until next year and I can only go to Canada for a short period (not enough to receive my PR card). I have two questions: Can I apply for a permit to enter Canada later without having applied for my PR card (I'm Mexican so I expect that I'll be able to travel to Canada without a visa next year)? and If I'm not going to stay this time, do I have to arrive in the city where I intend to live next year (I want to live in Calgary, but I would like to travel to Vancouver)?

If you have a friend or family anywhere in Canada, you can give their address when you do your landing in September and that is where they will send your PR card to. Then when it arrives, they can courier the card to you in Korea.
When you are ready to return to Canada permanently next year, you will need either the PR card, or a PR Travel Document. If you can't get PR card then PR Travel Doc should be easy for you to get since you will have lots of time to apply for and receive it in Korea.
You can NOT fly on just your passport even if they lift the visa requirement for Mexico citizens, since you would then require eTA which you are ineligible for if you're a PR.
Thank you very very much steaky and Rob_TO, I was really worried about losing my PR if I didn't go, but I was also unsure if I could just go to Vancouver, leave for Korea and arrive in Calgary next year.
