I'm currently finishing my application for proof of citizenship, urgent processing because of the fgl. And there is a question that says was parent one absent from Canada for more than one year before 1977. My father never lived in Canada. Yes and no both sound like they could be the correct answer. My dad is also filling his application out and is stuck on the same question about and him and his dad. How do I answer this?

You would answer "Yes", with the reason being "Parent never resided in Canada".

If your grandfather was absent from Canada for at least one year before 1977, then your dad would answer "Yes", with the reason being why your grandfather was absent for more than a year.

Just so you know that the elimination of the FGL itself is not a reason for urgent processing; it has to be because of one of those reasons in that link.

Also, I would recommend that you wait until C-71 is passed and the changes are finalized before submitting your application. As the bill is written right now, per the changes to be implemented under 3(a)(ii) and (b)(ii), it would seem that the substantial connection test would apply to all parents of second and subsequent generation applicants, such as yourself, regardless of when the applicant was born, rather than just those born after the 2009 Act as some sources had previously reported. If this becomes the final text of the bill, then because your dad never lived in Canada, you might not be eligible for citizenship because your dad would fail the connection test. Likewise, if your grandfather has never lived in Canada because he was also born outside of Canada (based on how you said your dad is having trouble answering the application question), then your dad might also not be eligible for citizenship as your grandfather would fail the connection test.
